The first criminal case for poor LED lighting

I have already written many times about how most manufacturers of LED lamps deceive customers by overestimating the brightness of lamps in the settings on the packaging (for example, http://ammo1.livejournal.com/699296.html).
Actually, the project lamptest.ru was created primarily to publish the actual characteristics of the lamps, which are no longer anywhere.
Most of the lamps sold in large supermarkets, which say "shines like a 100 W incandescent lamp", in reality shine no brighter than 60-75-watt incandescent bulbs. Unfortunately, no supervisory authorities control this and manufacturers can write anything on the boxes.
However, once for the deception with the light stream, the criminal case was still initiated.

In the summer of 2015, the prosecutor's office of the Ryazan region initiated a criminal case under Part 4 of Art. 159 of the Criminal Code (fraud on a large scale) against the company that installed LED lights on 26 streets of Ryazan.
When measuring the brightness characteristics of outdoor lighting of streets, discrepancies were revealed between the new luminaires and the parameters determined by GOST. All installed lamps did not meet the characteristics stated in the technical passport for these products.
Thus, the useful effect of using new fixtures was not provided. This could lead to poor lighting at night and increased accidents on the roads.
The damage, according to prosecutors, as a result of the installation of low-quality fixtures amounted to more than 10 million rubles (http://www.genproc.gov.ru/smi/news/genproc/news-847357/).
Of course, criminal prosecution does not threaten the manufacturers of household LED lamps, but we would very much like to see the supervisory authorities pay attention to the ugliness that is happening in the LED lighting market.
I am glad that despite such permissiveness, quite a lot of manufacturers comply with GOST and indicate the actual parameters on the lamp packaging. The trouble is that the ordinary buyer does not know which of the manufacturers is honest and which one is deceiving.
Perhaps, it will be necessary to make a separate rating of manufacturers at Lamptest with an indication of what percentage of the luminous flux from the declared average lamps each brand provides.
