Interior Ministry wants to send migrants to the Far East.

The Ministry of Internal Affairs has prepared the Concept of Migration Policy for 2018-2020, in which it is proposed to redirect migration flows from central Russia to the Far East.
Despite the fact that the concept adopted in 2012 is calculated until 2025, the ministry believes that it needs to be amended due to "political instability in various regions of the world" and the need to combat xenophobia and national and racial intolerance.
According to the Ministry of Internal Affairs, in 2012–2016 the number of migrants in Russia doubled compared with 2007–2011.
In this regard, the Interior Ministry proposes to create conditions "to attract Russians to the border, strategically important and labor-deficient regions" - first of all, to the Far East and the Baikal region.
It is proposed to stimulate "student and academic immigration", to change the system of issuing permits for temporary residence and citizenship of the Russian Federation, to increase the lifting for the Russians to 1 million rubles.
According to the concept, the centers need information and legal support, courses in the Russian language, history and culture, as well as the creation of a special TV channel and television programs.
At the same time, the department that should deal with the adaptation of migrants has not yet been defined. This function is claimed by both the Ministry of Internal Affairs and the Federal Agency for Nationalities Affairs (FADN).
