Many have already forgotten in which battles in 2005 the law was passed "On placing orders for goods, works and services for state and municipal needs." It was the “golden time” of Navalny and it was an attempt to somehow get away from the “crony” and “mutually beneficial” distribution of the huge cash flows of the state, regional and municipal budgets. Later, in the process of using the law, shortcomings and shortcomings emerged, some of which have not been eliminated to this day. However, even with all the drawbacks, most of those who want to warm their hands on these streams are cut off and at least they become public. It is only necessary for some city authorities to spend a decent amount of money - everyone immediately finds out through open sources of auctions and competitions where they spent and who eventually became the performer.
