Recall that the RS-21 aircraft in the interests of the French Air Force will be operated by Babcock Mission Critical Services France (BMCSF), which is the French branch of the British group Babcock and which signed a contract for eight years with DGA on December 30, 2016 for another three years) services for the basic training of pilots for the French Air Force under the FOMEDEC program.The contract value of more than 500 million euros.
BMCSF subcontractor under this contract is the Swiss aircraft manufacturer Pilatus Aircraft, which by the end of 2019 will deliver BMCSF 17 Pilatus PC-21 aircraft (and two integrated ground-based simulators), which will be the main stage of training for the French Air Force. After training on the RS-21 by BMCSF, the pilots will undergo advanced training on Alpha Jet fighter training aircraft at the French Air Force Training Center. Under the terms of the contract, the annual flight time of the French RS-21 should be from 11.5 to 13.5 thousand flight hours, and from 6,200 to 8,700 hours of operation of ground-based simulators are also provided. Each year, the training of 60 new flight personnel should be provided - 30 pilots and 10 navigators-operators of the Air Force, 10 pilots of naval aviation and 10 pilot-instructors, as well as qualification retraining and confirmation of 50 existing pilots. It is assumed that from the end of 2022 all property supplied under this contract, including the RS-21 aircraft, will legally become the property of the Ministry of Armed Forces of France.
BMCSF is now the French civilian helicopter medical service operator HEMS in France, with 27 medical helicopters at 24 sites throughout France.The training of the French Air Force flight crews on the RS-21 aircraft under the FOMEDEC program will be carried out by BMCSF at the BA120 airbase at Casot as part of the EE 3/8 squadron “Côte d'Or” of the French Air Force (the squadron is now equipped with Alpha Jet aircraft). Training at the RS-21 will be started there in the summer of 2019. RS-21 aircraft will carry the full color and identification marks of the French Air Force.
The first RS-21 aircraft built for France under this contract (tail number "01", serial number 293, registration number 709-FC, temporary Swiss registration HB-HVA), made the first flight at Pilatus Aircraft in Buox near Stans 10 July 2017. By May 2018, all 17 RS-21 aircraft were manufactured there under this contract. On August 30, the first and the third arrived in Cognac (tail number "03", serial number 295, registration number 711-FC, temporary Swiss registration HB-HVC) fronts built for France.
